The same four Republicans who had helped pass a nearly identical resolution in June – Tom Barrett of Michigan, Warren Davidson of Ohio, Thomas Massie of Kentucky and Brian Fitzpatrick of Pennsylvania – joined with all Democrats in attendance to vote in favor.
